New Bill Repeals Certain ACA Taxes and Fees

President Trump signed a spending bill into law. The bill prevents a government shutdown and repeals three fees and taxes under the Affordable Care Act (ACA). They include:

  • Medical devices excise tax – 2.3% tax on the sales price of certain medical devices (starting in 2020)
  • Cadillac tax – 40% tax on high-cost group health coverage (starting in 2020)
  • Health insurance providers fee – an annual, nondeductible fee on the health insurance sector (starting in 2021)

The bill also extends PCORI fees to fiscal years 2020-2029.
